Rename the file dynks-0.9.9-javadoc.jar to dynks-0.9.9-javadoc.zip
Use your favourite unzip tool (WinRAR / WinZIP) to extract it, now you have a folder dynks-0.9.9-javadoc
Double click index.html will open the index page on your default web browser.

Running the command javadoc:

javadoc --ignore-source-errors -encoding UTF-8 -sourcepath "dynks-0.9.9-sources.jar" -d "dynks-0.9.9-javadoc" -subpackages
