Rename the file norconex-committer-idol-3.0.0-javadoc.jar to norconex-committer-idol-3.0.0-javadoc.zip
Use your favourite unzip tool (WinRAR / WinZIP) to extract it, now you have a folder norconex-committer-idol-3.0.0-javadoc
