Rename the file jetty-9.4.19-javadoc.jar to jetty-9.4.19-javadoc.zip
Use your favourite unzip tool (WinRAR / WinZIP) to extract it, now you have a folder jetty-9.4.19-javadoc
Double click index.html will open the index page on your default web browser.

Running the command javadoc:

javadoc --ignore-source-errors -encoding UTF-8 -sourcepath "jetty-9.4.19-sources.jar" -d "jetty-9.4.19-javadoc" -subpackages
