Rename the file rdf-helper-jena-selection-1.5-javadoc.jar to rdf-helper-jena-selection-1.5-javadoc.zip
Use your favourite unzip tool (WinRAR / WinZIP) to extract it, now you have a folder rdf-helper-jena-selection-1.5-javadoc
Double click index.html will open the index page on your default web browser.

Running the command javadoc:

javadoc --ignore-source-errors -encoding UTF-8 -sourcepath "rdf-helper-jena-selection-1.5-sources.jar" -d "rdf-helper-jena-selection-1.5-javadoc" -subpackages
